I noticed that the initial Flask API is not setup. So, add some code script for Flask API initial setup.

Description

As an initial step, this code was created to set up a simple Flask API server with two endpoints to verify that the server is operational. Additionally, a Docker file, a docker-compose file, and a requirements.txt file have been included to facilitate easy setup and deployment of the API.

Motivation and Context

Upon examining the developer roadmap, it was discovered that the initial Flask API had not yet been set up. As a result, address the matter, and an effort was made to create a basic Flask API that would provide the necessary functionality.

How Has This Been Tested?

At the outset of the development process, no tests were included as part of the initial implementation.
