Update Tweepy and Flask code and improve the developer roadmap in README

Description

This pull request includes updates to the Tweepy library for Twitter API integration, improvements to the Flask API implementation, and an update to the README file with more detailed instructions.

Motivation and Context

The updates are necessary for better integration with the Twitter API and to improve the overall functionality of B0Bot. The update to the README file will provide a clearer roadmap on how to create B0Bot.

How Has This Been Tested?

The updates have been tested locally on my machine with sample requests and responses. Further testing can be done on a staging environment before merging into production.
