This directory is now the handoff point for the higher-level memory system.
The plugin substrate has been split out into its own standalone product at:
/tank/development/plugin-kernel
The next phase for agent-memory should build memory services and plugins on top of that kernel rather than continuing to mix kernel work and memory-service work in one project.
