git tag, pypi sdist missing for 0.12.44

Describe the bug

Presently, it's hard to tell what changed between 0.12.43 and 0.12.44, and not possible to rebuild from a PyPI source distribution.

To Reproduce

• visit https://pypi.org/project/bqplot/0.12.44/#files
  • see no .tar.gz
• visit https://github.com/bqplot/bqplot/tags
  • see no tag for 0.12.44

Expected behavior

• see a .tar.gz and a tag

Great! Went ahead and started on conda-forge/bqplot-feedstock#99 for today's release... can continue discussion there if someone wants those historic versions.
