Update ruff/pre-commit

Bring configuration for pre-commit and ruff versions up to date. We'll also remove isort to be consistent with the recent AWS CLI v2 changes. There are some additional formatting skips to avoid the inconsistencies between isort and ruffs I format option.

I'll also push up similar formatting updates for boto3 and s3transfer so we're working off the same settings.
