Leave go 1.23 and switch to 1.24

Go 1.25 was released on August 12, 2025. As it is still very new, Capture should be upgraded to Go 1.24 to ensure security, stability and compatibility.

Current: 1.23.1
Wanted: 1.24.7 (1.24 with latest minor revision)

I replied in PR. CodeRabbit cannot access latest web results so it can be outdated. We can use the 1.24.7 tag without any problem, it's valid.
