Is there a reason for the commented out code?

Is it suppose to be live or was it meant to be deleted?

The reason this is commented at this stage is because we are still validating the changes without impacting production (the website).
We are using a different s3 to validate the changes (will be done today)
As soon as changes are approved, we will remove the comments.
