Slightly odd scrollbar handling in sidebar

Describe the bug

The continuity of scrolling on the left-hand sidebar is slightly odd - it doesn't extend to the full height of the available space, which leads to some odd rendering artefacts.

Steps to reproduce

1. View any docs-tools enabled page.

Expected behavior

The scroll bar for the sidebar content should either fill the full side content; or, should only scroll the scrollable content (i.e., the heading list).

I'm not sure if it would be preferable for the scrollbar to be non-visible by default.

None of these issues are critical; they're all very minor cosmetic details. Treat this as a hand-wavy "can we do something here?" request.

Relevant issue: The sidebar doesn't scroll all the way to the bottom if you're not at the bottom of the page when you expand some stuff in Toga's sidebar.

This appears to be a browser issue, not a theme issue. It is present in both Sphinx Furo and MkDocs Material.

@kattni OK.. Sorry for reporting this then. However Safari seems to also have this present though. I guess I'll just have to let this be an xfail.

No apology needed, it's a valid issue. I have noticed it as well, but verified that both themes have the same issue in multiple browsers. I'm not sure if there's a good solution to it if it's present across two entirely separate themes and multiple environments. It's possible there is some CSS magic that could help, but nothing that comes to mind directly.
