TFRS - Two more new Act label changes

Describe the task
A couple more new Act label changes for the Transfer feature.

Change 1:

• New transfer page (BCeID only): change "Select a Fuel Supplier" to "Select an Organization"
• This is the label that appears in the drop-down menu on the New Transfer page to select a buyer for your compliance units.

Change 2:

• New transfer page (BCeID only); signing authority declaration statement
• Current label: "I confirm that records evidencing each matter reported under section 11.11 (2) of the Regulation are available on request."
• New label: "I confirm that records evidencing each matter reported under section 18 of the Low Carbon Fuel (General) Regulation are available on request."

Purpose
To align with the framing and descriptions in the new Act

Acceptance Criteria

• change New transfer page label for BCEID user only.
• change declaration statement on BCeID side only.
• Make sure it doesn't impact other functionality.

Additional context

• The declaration statement for the signing authority exists within the database. Consequently, it is necessary to add and execute a database migration to reflect this change.

Change 2 is tested w/ issues. The Signing Authority declaration statement is still referencing the old Regulation. It should say, "I confirm that records evidencing each matter reported under section 18 of the Low Carbon Fuel (General) Regulation are available on request." Note that this change is for the January release.

Note that the section has updated to Section 18 (previously it was section 17).
