TFRS - Remove "Reviewed" status from credit transfer breadcrumb for BCeID users #2432

Describe the task
Remove "Reviewed" status from the breadcrumb on the credit transfer view page for BCeID users. See mock-up below.
Purpose
"Reviewed" appears in the BCeID breadcrumb when viewing a credit transfer but this is not a status that is visible to BCeID users, therefore it never gets highlighted; from the BCeID user perspective, credit transfers go from "Signed" to "Approved". The "Reviewed" status is only visible to IDIR users after the analyst has made a recommendation on the transfer. Having the breadcrumb only show "Signed" to "Approved" is more efficient and streamlined for our external BCeID users. The external BCeID users do not need to see that it has been Reviewed by another government staff person, especially when this can exacerbate the perceived (and real) experience of extended service delivery timelines by the LCFS branch.
