Description

Upgrade Scala 2.13 LTS to 2.13.18

Motivation

If you've searched-and-replaced usages of 2.13.17 -> 2.13.18 then it won't work.
Please use 2 scripts: scripts/create_repository.py and scripts/update_compiler_sources_integrity.py to ensure the expected SHA's are also update

I already tried and scripts/create_repository.py is not showing any changes. Really strange...

You might need to either revert change and run script again, or remove all of the files and recreate them from scratch
