Remove checks for and validation of curated examples.
This was a feature that we implemented a while ago that was never used, so we're removing it. This is the first of several PRs across our network of tools to clean out this obsolete code.
Additional info
Curated examples were originally intended to be used as a way to publish examples that were hosted in other GitHub repos by adding metadata and XML blocks to the root code example repo. This has been superseded by "tributaries lite", which uses existing mechanisms to accomplish the same thing without all the additional code.
