What does this PR do / Why do we need it:
This PR applies the following Dependabot updates:

  1. Bump golang.org/x/sys from 0.15.0 to 0.16.0 in /test/agent
  2. Bump github.com/samber/lo from 1.38.1 to 1.39.0
  3. Bump sigs.k8s.io/controller-runtime from 0.16.3 to 0.17.0
  4. Bump helm.sh/helm/v3 from 3.13.2 to 3.14.0
  5. Bump golang.org/x/sys from 0.15.0 to 0.16.0
  6. Bump google.golang.org/grpc from 1.60.1 to 1.61.0

The most impactful change is updating controller-runtime to 0.17.0. I read through the release notes at https://github.com/kubernetes-sigs/controller-runtime/releases/tag/v0.17.0 and there is nothing that impacts our usage of the library. The testing section also confirms this.
