Maintenance: upgrade to biome 2.x

Summary

Biome, the linter/formatter we use in the project, has just released a new major version.

This release brings many changes, some of which related to how the config objects is structured.

An initial upgrade in the aws-powertools/powertools-lambda-typescript repo showed dozens of issues, so I'd like to test the upgrade in this smaller repo first.

Why is this needed?

So that we can keep up with the new version of the formatter/linter.

Solution

Upgrade to the latest version, migrate the config file, and address any issue.
