Maintenance: bump `@aws-sdk/*` dev dependencies

Summary

In order to keep our dev dependencies up to date we need to bump the version of the AWS SDK dependencies to the latest version.

Why is this needed?

So that we can continue using up to date versions of the AWS SDK in our dev dependencies.
