Dynamic State Sync: Delay Readiness

We should wait to mark a VM that is dynamically syncing as ready until sync finishes.

This should prevent a VM from receiving RPC traffic when its state is not fully synced.

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
