Description
Once we have verified #856 works we can then remove circle ci, this PR removes circle CI, once this PR has been approved we can change the restrictions to use GIthub Actions rather than Circle CI.
This PR is expected to fail CI, because the circle CI config is no longer present, however you should find that the github actions jobs pass.
