NugetPackageId field is null for Unpkg provider

This causes restore on build to throw and the .Build package not to be installed.

Fix:

• Exclude null package id's when trying to install packages
• Set NuGetPackageId to "Microsoft.Web.LibraryManager.Build" for the Unpkg provider
