Goals and Annotations visible after scrolled beyond the y-axis

Description
Found on RangeBar chart. If you have Goals or Annotation in the chart and you scroll to the left. The goals/annotations are visible beyond the y-axis.

Steps to Reproduce

1. Open timeline chart sample: https://apexcharts.com/javascript-chart-demos/timeline-charts/advanced/
2. Select the panning tool from the top menu
3. Scroll to the left until the goals go beyond the y-axis

Expected Behavior
The goals should be hidden behind the y-axis labels like the main data points.

Actual Behavior
Goals are visible in front of the labels
