tabs: md-tabs-wrapper also scrolls up while scrolling md-tabs-content-wrapper

Actual Behavior:

• The tab wrapper scrolls along with the content wrapper of md-dialog
• The expected behavior should be that the md-tabs-wrapper should be static and should not scroll when text in md-tabs-content-wrapper is scrolled.

Steps to reproduce the issue:

• https://material.angularjs.org/1.1.1/demo/dialog
• The above link reproduces the issue. Click on TAB DIALOG button .Click on the "TWO" tab and scroll down the text. The tabs get out of sight.

Angular Versions:

• Angular Version: 1.5.6
• Angular Material Version: 1.1.1

Also seeing this behavior. Would be nice if tabs stayed fixed.

There should be a way to make the tab navigation (md-tab-wrapper) should stay fixed when inside dialog. See: md-sticky
