fab-speed-dial: elements inside the toolbar are tabbable when closed #10101

Description
Actual Behavior:
md-fab-speed-dial seems to displays the tooltip of the action buttons even after it is actually closed. This happens only when if I traverse by pressing TAB key. *I don't know whether the current operation is correct or not but I felt it oddly.

- Just close the speed dial and try pressing TAB key.
