Allow location ID selection for spot mapping

Feature request
Users want to be able to select the location IDs to match against when submitting their spot maps to scanTask (/encounters/encounterSpotTool.jsp). The list of locations checked against is displayed in Modified Groth above the match candidates table (/encounters/scanEndApplet.jsp), however, there is no user-facing way to manage that.
