Add an option to choose comments' style to plugin's settings

Description

Make It possible to choose the style of comments in plugin's settings.
Generate comments using custom JavaDoc tags or as regular text.

Expected behavior

A new option in plugin's settings called "Comment style" and two possible values in drop-down list (or something else, but it should be possible to chose only one value, not both).

Need to discuss the way it might look like with @olganaumenko
