Harmonization should happen before some of the flag tests are run #271

Currently, users are required to run the Flags before they can move on in the application. This is an issue because sometimes it makes sense to harmonize synonyms before running the flags.
For example, pH with a fraction of TOTAL will be flagged, even though the metadata can be harmonized to pH with a fraction NONE using the Harmonize tab.
Describe the solution you'd like
For this example, the data should be harmonized before the tests are run. We need to think through which flag tests are required up front on the current and which should actually happen after the Harmonize and Calculate tab, before data exploration.
