Convert xlsx to csv and ensure any dependencies do not break if changed

CSV files will be easier to track changes. We should consider having users submit csv and not xlsx criteria tables to the TADACommunityHub and handle the current xlsx files in this repository. We need to ensure changing the file type does not cause issues to the TADAShinyAnalyze app.

@wokenny13 and I are going to work on this issue. There is more to discuss. Ideally, users would be able to work with the Excel file... but we could also track changes via a csv... I am wondering if it is possible to keep a version of both... for example... submit the excel file to the inst folder and create a .csv based off it in the DATA folder.
