The admin settings page won't scroll on mobile phone browser

Issue Summary

I just upgraded the ghost from 6.4 to 6.19.1. The admin settings page used to be ok but the page doesn't scroll after upgrade. I cannot change/update the settings on my phone.
The scroll is still not working even I checked "Desktop site" in the browser.

Open admin
click settings
The settings page won't scroll
