Positioning of alerts is incorrect

Issue Summary

The banner warning of a saving failure (and presumably any other kind of banner) appears underneath content in the editor and so is not readable.

Steps to Reproduce

1. While writing a post, disable the internet connection
2. When the "Saving failed" message appears, see that it appears behind editor text as well as behind various buttons.
