Heartbeat Events emitted After a flow run completes

Bug summary

Periodically it seems like heartbeat events are emitted from a flow run after a completed state is recorded for, this primarily has an impact on Automations, i.e. https://docs.prefect.io/v3/advanced/detect-zombie-flows, and can trigger the automations incorrectly when this occurs
