[BUG]: Starting in Big Picture mode does not start in fullscreen (macOS, not tested elsewhere) #13228

Describe the Bug
I am a macOS user and have not tested this on any other operating system.
When selecting the options to start in Big Picture Mode and to start in fullscreen, PCSX2 will launch in Big Picture Mode, but within a normal-sized window instead of in fullscreen. This remains the case when the option to render in separate window is either enabled or disabled, and furthermore if you select a game it will not run in fullscreen contrary to its option being enabled.
Reproduction Steps
- Launch PCSX2 and open the Interface settings.
- Check box for "Start Big Picture UI".
Optionally, also check box for "Start Fullscreen". It will make no difference but is a further issue. - Close and reopen PCSX2.
- PCSX2 will open with the Big Picture UI, but not in fullscreen regardless of whether you enabled the other option.
Expected Behavior
Ideally, Big Picture UI should always open in fullscreen, but even if this is not intended, "Start Fullscreen" does not function when this issue occurs. If a player is utilizing Big Picture UI then it is because they do not wish to use their mouse. Furthermore, starting a game from the UI in this state will not put the game in fullscreen when "Start Fullscreen" is enabled. Not only is the latter not clearly intended, but needing to manually switch to fullscreen with their mouse/keyboard even though they are using Big Picture defeats the purpose.
