Boot SRE WIM from boot partition into RAM disk (C-side, OEM)

Steps:

1. Read SRE WIM from boot partition into RAM disk
2. Write lock boot partition
3. Boot into RAM disk

Note: skipping integrity verification (signature validation) of the WIM for now.

Proven on OEM platform via serial log #4 - full SRE flow runs steps 1-5 end-to-end:
