While there is a Containerfile for the NeMo server, this file has not been updated in a while

For a user that would like to experiment with a NeMo server e.g. on Openshift AI, it is important to have means of building a server image for a subsequent deployment

Describe the solution you'd like

On a trustyai-explainability fork, we use a following Containerfile to create the NeMo server; it could be useful to bring this upstream
