Update GSI and GSI-monitor hashes for EE2

What task needs to be completed?

The GSI had a recent update that removed remarks/warnings associated with unused variables (NOAA-EMC/GSI#989). The hash for the GSI should be updated in both dev/gfs.v17 and develop.

The GSI-monitor had an update to remove goto statements (NOAA-EMC/GSI-Monitor#206). The hash for the GSI-monitor should be updated in both dev/gfs.v17 and develop.

Definition of Done

• Hashes for both the GSI and GSI-monitor submodules should be brought up to the previously mentioned PRs at minimum.
• Results from cycling experiments should be identical to previous experiments.
• Updates should be made to both dev/gfs.v17 and develop.

Since the rest of the testing was ready to go, I decided to move ahead with updating the GSI and GSI-monitor hashes as is and not wait for NOAA-EMC/GSI#995. This will be addressed in a later update.
