path to perl and friends

What steps will reproduce the bug?

mythconverg_backup.pl, at least, won't run if perl is not installed in /usr/bin (freebsd it's in /usr/local/bin).

Not really my area, but shouldn't scripts like this use something like /usr/bin/env -S perl?

Looks like optimize_mythdb.pl as well.

Nothing should use '/usr/bin/env'. See https://jmmv.dev/2016/09/env-considered-harmful.html for the long reasoning as to the why. Instead, the configure scripts may need to be modified to allow one to override the default (they allow one to specify the specific python executable path which is used for the python scripts, and they could also be updated to allow the perl executable path). I suspect a PR doing so to both the configuration harnesses will be reviewed by the developers.
