Current monetdbe wheel and test container give error: Crypt backend hash not found

monetdbe.exceptions.OperationalError: Failed to open database: MALException:initTables:42000!Crypt backend hash not found (code -2)

This was due to missing openssl libs during monetdb compilation. The docker files have been updated.
