ESLint/Prettier/auto-changelog dependencies are out of date

• All ESLint packages, all Prettier packages, auto-changelog should match the module template
• .eslintrc.js should be updated to match the module template and lint violations should be removed
• Changelog should be reformatted via Prettier
• lint and lint:* scripts should be updated to match the module template
