feat: add insufficient payment token native alert

Description

Show an alert if the selected payment token is on a chain with insufficient native balance for the gas and relay fee of the current quotes.

Hide tokens from the picker if their chain has no native balance.

Display all blocking field alerts in the alert banner in the Perps deposit confirmation.
