Started by @JeffreySarnoff. Should be complete enough to not cause harm, but definitely needs more work.

Giving this a few hours to bake to ensure neither @JeffreySarnoff nor I have said anything horribly misleading or flat-out wrong in this document. I'll push it directly at around 2300 CDT (0400 UTC). |

...that was the idea; I'm not sure it was worth having it in 42 minutes earlier than it otherwise would have been committed. I'd rather you had read it than merged it. |
