Can we make `blockcolsupport` and `blockrowsupport` public?

They are currently used indirectly in FiniteDiff.jl, and possibly in SparseMatrixColorings.jl, but they belong to the internals.

I'm also wondering if there's an easy way to recover the true row and column ranges corresponding to a pair of block indices like (Block(2), Block(3))?

Wouldn't to_indices give you the ranges?

I wasn't even aware of Base.to_indices, but indeed that's what I was missing for my second question. Is there also an alternative function for the first question?
