Edit(JoshuaKGoldberg): ts-api-utils will soon publish with provenance again. The publishing without was a temporary stopgap to get out features pending work to adhere to npm's newer, stricter security settings.

ts-api-utils@2.4.0 is now published with provenance. ✅

Indeed. I published manually as I haven't had time yet to figure out automated trusted publishing. ACK that this notice is coming up. Future versions will have provenance again.
