Align with v11 CLI APIs

Describe the bug

In v11 the Angular CLI removed some experimental APIs and now the deployment builder no longer works.

To Reproduce

Try to deploy a CLI v11 project.

Expected behavior

Deployments to work.

Here's a sample fix from AngularFire angular/angularfire#2643.
