Convert `inp` file read/write to `swmmio`

I think ideally we want to start with a 'real' .inp file, and automatically create a suitable graph.json (currently metrics only need this to contain nodes, not edges, but might as well do both) and subcatchments.geojson.

I have some preprocessing to do this already but if we sort #16 it may be cleaner

Just dumping this mess which worked to convert inp -> G and subcatchments, of course we would also want to capture the reverse use case:

actually you can change in both directions with swmmio:

Also - this should be used to formalise some of the run_settings at which point they can be added to the config_guide.md (#239 ). Also - update the real entry in the config schema etc
