I think it should be emphasized that getDeclaration should be used in noclasspath mode. The sentence:

It is strongly advised to use the more robust {@link CtTypeReference#getTypeDeclaration()} and {@link CtExecutableReference#getExecutableDeclaration()} that never return null"

may be misleading here.
