BUG - SPICE imap_state furnishing ephemeris kernel

Description of the issue

There is a hidden SPK getting furnished. It is probably time to remove all of the @ensure_spice stuff.

If you add this fixture, the test fails as expected.
@pytest.mark.usefixtures("_unset_metakernel_path")

You have to do the kdata call after the time conversion functions are run. That is where some hidden furnishing is going on.
