Complete GLOWS validation

Summary

We recieved new GLOWS validation data which includes the ability to validate SPICE and spin functionality for all levels. This should be run against the completed GLOWS algorithms and tested, with unit tests updated as necessary.

Requirements

The more specific the better.

• Validate all levels of GLOWS processing
