Drop pygeos requirement from setup.py

Can the pygeos requirement be dropped from setup.py? I am trying to install dea-coastlines on python 3.12 but pygeos no longer builds. Since the pinned version of geopandas is >0.14 and shapely is >2 I believe it's no longer needed.

I do need to re-configure the Python packaging here at some point, and bring it in line with DEA Intertidal etc that use a much cleaner uv and pyproject.toml approach.
