Excessive events reporting during ZHTLC activation #2686

Describe the bug
During the UpdatingBlocksCache step of ZHTLC coin activation, the event stream floods the log for every single current_scanned_block, in order - effectively a log line for each block produced between the user's selected activation date up to the present.

Desired solution
we could reduce this to only report log for every 1000th current_scanned_block, or whichever block it is up to every 5 seconds.
