This simplifies our watch logic to not check the hot-reloaded files coming out of the watcher against the gitignore.
This fixes the instance where updates to files like
tailwind.cssin users' gitignores were getting ignored.This PR simply removes the ignore checking logic since we already apply the gitignore logic when initializing the watcher.
