Store compiled wasms on repo

Often times people just want to get the compiled cw20 contract, let's make that as easy as possible and just provide the compiled wasms, instead of having the user compile them locally. Additionally, some people may have M1 machines which can compile the wasms, the conventional wisdom is to use those compiled by non-arm machines.

For M1 machines you can try to use cloud docker.
Git and repositories shouldn't be used to store binaries. Especially ones you can easily build yourself.
