I think you are talking about the XS_SML plan for the mongodb.
I chose this plan because this is the smallest plan you can create a mongoDB add-on since DEV plan are not allowed for mongoDB.
The application is very simple (just adding or deleting number in DB), so there is no need for a bigger one.
