Update timeout field with concurrency in CLI

• update the timeout keyword in database schema of platform api and then consume the latest schema in here to reflect the updated term i.e concurrency

Note before making this change we might need to update platform api codebase as well in order to update the name of the column schema and this would also require UI to update the request payload for inference deployment
